Director of Contracts and Grants at the Universities Space Research Association
Mr. Victor Deal is the Director of Contracts and Grants at the Universities Space Research Association, a not-for-profit, science and technology company with 111 member institutions.
He was previously the Acquisition Innovation Advocate for the Department of Defense, and managed the Research & Development contracting policy from within what is now the Office of the Under Secretary of Defense for Acquisition and Sustainment as an analyst. For his work there, he received the Office of the Secretary of Defense Medal for Exceptional Civilian Service — the Office of the Secretary of Defense’s highest-level career medaled award.
Victor began his career in the U.S. Air Force at the Space and Missile Center in California, and was the Contracting Officer for the Global Positioning System III program and the Deputy Chief of Contracts for the Oil Sector while deployed to Iraq. Afterwards, he worked in corporate finance as an investment banker at Bear, Stearns & Co. Inc. and FBR & Co. in New York, and then in management at McMaster-Carr Supply Company in New Jersey. He then accepted an appointment to the Recovery Accountability and Transparency Board in DC as Deputy Assistant Director of Procurement and Grant Compliance until leaving to join Pentagon staff.
Victor graduated from the U.S. Air Force Academy with a B.S. in economics and legal studies, and holds an M.B.A. from Cal Poly Pomona.
